I own a pond, I can sit there and have a conversation right nest to the pond, and no change....
(To be honest, they will investigate to see if I am going to feed them?...)
So my fish are "Used" to me?...
Maybe.
But...
Drop a paving slab 20 ft from the pond?.. panic... they will run to hide....
Any sudden unexpected movement that is visible to the fish, again, run and hide.
Yes they will "Spook" easily, but then again, dont most animals?..
But the sound of a human voice, to fish that are used to it, is not enough to frighten them away.
A River through a populated area... well, they must be used to human activity by now?...
Especially an Pond/Lake/etc where fishing is the norm?....
A River that has a lot of movement, rapids, falls, weirs?.. just how would they hear a human voice over that?....
I say busted to a certain level.
As in, if you ramp it up and put a rock concert on one side of a lake, the fishing will, of course, be a lot better on the other side of the lake?.....
Stands to reason?....
