here it is not so complex. your car must meet the standards for where it is registered, and it is illegal to register a car where you do not live. so I can visit places that require annual inspections without having to get a smog inspection, but if someone who lives where inspections are required, they cannot register their vehicle for where they do not live.
as for the smog inspection itself - the vehicle must meet the standard of its newest components: I.E. if you put a 2000 drivetrain in a 1940 car, the car must meet 2000 emissions standards. if you put a 1940 drivetrain in a 2000 car, it must meet 2000 emissions standards.

In that case, you need to re-license and reevaluating the car and then it must meed all safety and environmental standards as well - unless your new parts have a general or specific license included.

getting back to tires, I believe there are still companies in the US who manufacture bias ply tires for factory equivalent replacement on antique cars, which are made with modern rubber so they are more reliable for highway use, and are listed for use. however, there are also tires available which are radial ply but are built to look like original bias ply tires.
