the show Outrageous Acts of Science, on the SCI channel, examined the viral video of the needle through the glass, and determined through the use of the high speed camera, that he actually DID get the needle to penetrate the glass.

Correct, many TV-shows had sent out camera crews to watch the monk perform his "trick".
If I recall correctly, the major factors are the kind of needle (old fashioned thick, heavy iron needle), the kind of glass (classic window glass) and of course the speed of impact.
