Out of curiosity, I logged out and reloaded the page. Two things happened: 1. I still saw the gear icon, but it didn't have all the options the regular one does. 2. I saw the ad blocker popup. I've never seen it before. Just some data points... You don't have the same options when you're logged out as when you're logged in. You also don't have some options unless it's your own post such as edit or delete.

Ahhh... erm...?... Right, My kid is doing JAVA, and we have experimented. ###.banner as a "statement" in a blocker "does some damage" to what you see on the boards. It has been refined to banner.add, and is working a bit better now.

forums.malwarebytes.com/topic/209070-blocked-website/A few days back, I started getting notices from Malwarebytes about ibb.co; the Citadel is one of the sites that kept triggering the notices. According to this bit on MB's forums, it seems that they blacklisted ibb.co back in August in response to ibb.co being compromised somehow. I'm working with an adviser to see if the situation has changed any or if MB is simply giving me false positives. But if Citadel is indeed using this somehow for hosting, this might be worth looking into.

That being said, I've read that one thing they host is avatars for message boards, so perhaps someone's avatar is triggering it.

IBB.co is ImgBB.com[disabled], an image hosting site. "Someone" is using that as a hosting site . From their own "Blurb" on searching via Duckduckgo.com .. Either add it as a rule in your addblocker, or just accept that this may be a "False positive" because that site has hosted what may be a hostile image to someone but someone else's image on here isnt?.
