Quan (Jackie Chan) is a former military special forces operative who has gone into retirement as a restaurant owner. When his daughter is killed in a terror bombing, he believes that government official Liam (Pierce Brosnan), a former IRA member, knows who is responsible. When Liam rudely brushes him off, Quan rigs an explosive device in the bathroom of Liam's office building.
From what I saw, the "payload" was two glass soda bottles containing an unknown liquid that looked similar enough to the type of soda the label said it was that neither of Liam's guards were suspicious; the bottles had been carefully re-sealed, meaning that they didn't think to look any further.
Quan used twine to rig the device in a bathroom stall. Atop the two bottles, which were held together, he used a book of matches and a cigarette as the detonator. The "timer" came in the form of another cigarette, which he lit and tied to the twine.
When the one cigarette burned through the twine, it would cause the whole thing to drop to the floor, igniting the rest of the book of matches and the other cigarette as the friction of the matches sliding down the rest of the twine lit them. This in turn would ignite the fluid, which would have sprayed out as the bottles shattered on the floor. The end result was an explosion that was large enough to take the bathroom out of commission but small enough that Liam and the local authorities agreed to officially blame it on sewer gas.
