If the metal toilet seat was connected to a metal toilet and that toilet was grounded through the plumbing, then yes, the metal toilet seat could have contributed to his death.

Here's a typical jailhouse toilet. Yes it is all metal and there is no toilet seat like in a home probably because someone would find a way to remove it and use it as a weapon.  |

metal plumbing bits are required to be grounded, and it is an established fact that the capacitors in a tube television can have sufficient charge to cause injury or death. that gives two avenues for the mth to be plausible.

At first it sounded totally "wild", but then, as has been shown above, metal toilet, all commented to the plumbing and therefore earthed, yeah, totally possible.
