I am reminded of an old joke:
Mr Smith and Mr jones were engaged to have a duel.
at 10:00 a messenger came to Mrs Jones and told her, "the first fire has been exchanged, and nobody has been hit." "bless the lord for his protection" she replied. at 11:00 the messenger returned and reported, "the second fire has been exchanged, and nobody has been hit." "His grace abounds," she replied.
at noon, the messenger returned, and she pressed him to have a sandwich. when he finished, he said, "by the way, the third and fourth fire have been exchanged, and nobody has been hit, what do you think of that?" "I think," she replied, "there has been some mighty poor shooting, today,"

Best operations are ones that are planned for and rehearsed. Impromptu missions are also part of their bag of tricks too of course, but are often messy. Difficult for me to say it's necessarily embarrassing.

While they were cleared, it's possible they wouldn't have been had someone actually been killed. Maybe they just wanted to show the gang bangers that they weren't pushovers.
