In terms of small arms a mercenary who is hired by the Government would probably have access to any weapon they wanted and which was commercially available. If he was trying to covertly infiltrate a militia there's a good chance he'd use whatever weapons they were using. Showing up with a tricked out M4 to a party where there are mostly AK 47s, FN FALs and H&K G3s might seem a little suspicious. If he stuck to the same types of guns the militia were likely to use then we're back at the 7.62mm round mentioned in the beginning of the thread, instead of the 5.56mm for the Colt/Armalite family (M16/M4 as mentioned earlier).

It's canon that Duke Togo prefers M-16s and variations thereof.
They're cheap, they're relatively common, and they have enough range & accuracy to where he can use them as a sharpshooter weapon in addition to using them as an assault rifle.
In that sense, the militia likely didn't bat an eyelash when he showed up with one; it's possible that there might have been a few M-16s in addition to whatever else they had.

"Cheap " M-16s? The current panic has lead to prices in the $25,000-30,000+ range for legal transferable guns. Colts are bringing in the higher prices. Have not followed the fast and furious prices

The series was written during the 1980s / 1990s, when the global firearms market was probably awash in surplus M-16s after Vietnam.

There are also M-16 copies in production in various parts of the world. Including the Norinco CQ rifle which has been produced in China since the early 1980's as an export weapon for the civilian market; en.wikipedia.org/wiki/Norinco_CQ
