CCleaner does not willingly destroy anything "In Use"... so it will not de-stabilise your system. It will clean Temp files, directories and the stuff that is NOT in use or has not been used for a while, but only those "safe" to delete...
In this, I can assure you, the software writers that decide what is or isnt safe, know far more about those matters than anyone on this board.
CCleaner is safe. I know, because I know a great may people from technical help boards who endorse its use. CCleaner is in a constant state of updates, and uses feedback from users to refine what is and isnt Crud.
HOWEVER... If you tinker with the advanced settings, you will be warned that you should make a back-up first...
