Well, that's just a recipe for hypothermia if you're in it long enough. and in the short term, it is a fine and pleasant misery. I don't know about pleasant... Like I said, I'll take -10C and dry over +10C and wet any day.

As someone who's lived in The netherlands, mostly above zero winters with lots of drizzle, and Finland, where -20 is perfectly normal. I can say that just above zero and wet FEELS a lot nastier and colder than even -20 and dry(it's always dry at -20 though ;D).
It's also much easier to dress for dry cold than for wet cold.
